Central Bank Proposes Major Overhaul of Salary Loan Regulations to Protect Borrowers

The Bangko Sentral ng Pilipinas (BSP) is preparing significant revisions to regulations governing salary loan terms, aiming to enhance consumer protection and promote responsible lending practices in the financial sector.

According to sources familiar with the matter, the proposed changes would establish clearer guidelines for loan repayment periods, interest rate caps, and disclosure requirements. These measures are designed to prevent borrowers from becoming trapped in debt cycles while ensuring financial institutions maintain sustainable lending operations.

"We are committed to striking a balance between protecting consumers and maintaining a healthy credit environment," said a senior BSP official who requested anonymity. "These revisions will provide borrowers with greater transparency and more manageable repayment options."

The central bank's initiative comes amid growing concerns about predatory lending practices targeting salaried employees. Recent data shows that salary loans have become increasingly popular, with many workers turning to these products for emergency expenses or to bridge gaps between paychecks.

Financial experts have welcomed the proposed changes, noting that clearer regulations could help prevent abusive lending practices while still allowing legitimate financial institutions to serve consumer needs. The BSP is expected to release draft regulations for public consultation in the coming weeks, with final implementation targeted for early next year.
