A Filipina has filed a complaint for acts of lasciviousness against a Russian citizen who is a staff member of the Embassy of the Russian Federation in the Philippines.

In a complaint filed before the Taguig City Prosecutor's Office, the complainant, whose identity is being withheld to protect her privacy, alleged that while she was waiting for an elevator at a condominium on June 5, the respondent suddenly touched her back and buttocks for about three seconds without her consent.

"The contact was unsolicited, offensive, and inappropriate. I was immediately shocked and stunned by what had happened," she said in her complaint.

"When I turned and realized who touched me, I froze and was unable to react due to fear, disbelief, and shock," she added.

The complainant she and the respondent later entered the same elevator, where she positioned herself in a corner as far away from him as possible.

According to the complainant, the respondent appeared intoxicated, and she could smell a strong odor of alcohol on him.

"As the elevator was moving, he approached me, invaded my personal space, attempted to grab my hand, and attempted to kiss me," she said.

"I did not consent to any physical contact and did not engage with him in any manner. I repeatedly gestured for him to move away and turned my face away in an effort to avoid his attempted kiss," she added.

The complainant said she had no practical means of leaving the elevator because she was cornered. The respondent eventually exited the elevator.

GMA News Online has reached out to the Russian Embassy for comment and will publish its response once it becomes available.

The complainant also said proposals were made to settle the matter, including an apology, the staff member's removal from the condominium, and monetary compensation, but she declined them.

She was later assisted in reporting the incident to the Violence Against Women and Children (VAWC) Desk of Barangay Fort Bonifacio in Taguig City.— MCG, GMA News
