Health Secretary Teodoro Herbosa has made explosive allegations that a "mafia" is behind a series of complaints filed with the Office of the Ombudsman against the Department of Health (DOH).

Speaking at a public forum, Herbosa claimed the complaints are part of a coordinated effort to undermine the department's operations and tarnish its reputation. He suggested the group operates with a specific agenda to disrupt public health initiatives.

"These complaints are not coming from concerned citizens," Herbosa stated. "They are orchestrated by what I can only describe as a mafia with vested interests in seeing our department fail."

While Herbosa did not name specific individuals or organizations behind the alleged scheme, he indicated the complaints target various DOH programs and personnel. The Ombudsman, an independent constitutional body, investigates complaints against public officials and employees.

Herbosa's comments come amid ongoing scrutiny of the DOH's handling of several health crises and budget allocations. The secretary vowed to continue the department's work despite what he called "baseless attacks" designed to hamper public service delivery.

"We will not be intimidated," Herbosa declared. "The DOH remains committed to serving the Filipino people, regardless of these orchestrated attempts to derail our mission."

The Ombudsman has not publicly commented on Herbosa's allegations. Legal experts note that while public officials have the right to defend their departments, accusations of organized complaints require substantial evidence to avoid potentially undermining the integrity of legitimate grievance mechanisms.
