With over 35,000 residents on waitlists and a wave of physician resignations, Doyle argued that investing in new hospitals and a medical school misses the core issue: the workforce. "Buildings don't deliver care, people do," he said, citing emotional fatigue and collapsing morale among frontline staff.
Doyle pointed to a looming retirement cliff, noting that 22% of senior clinicians are within five years of leaving practice — a demographic challenge that capital spending alone cannot solve. He accused the administration of being reactive, managing by "lagging indicators" rather than proactive strategy, and suggested that administrative bloat is draining labor from the private sector.
