Open Higher Education: Building Resilience for Future Crises

In a recent keynote address, Dr. Martin Weller, Professor of Educational Technology at the Open University, argued that openness is key to creating a more robust higher education system. Drawing on lessons from the COVID-19 pandemic, which forced a rapid shift to online learning, Weller highlighted the fragility of the traditional model that depends on physical co-location.

"The pandemic revealed weaknesses in the standard model of higher education provision," Weller said. "We need to look at open practices to build a system that can withstand future shocks."

Weller used the analogy of the internet's design, which is decentralized and resilient, to propose that higher education institutions should adopt more flexible, open practices. He suggested that elements such as open educational resources (OER), collaborative online communities, and flexible delivery models could strengthen the overall system.

This talk, part of the OE Bootcamp hosted by the UROpenEd Program, explored the "online pivot" that occurred during the pandemic and the subsequent reaction from institutions. Weller called for a shift away from relying solely on physical campuses and toward a more distributed, open model that can adapt to crises while maintaining quality education.

The event also featured other sessions on open education innovations and the use of OER at the University of Regina, emphasizing a growing movement toward openness in higher education. Weller concluded by urging educators and policymakers to embrace openness not just as a temporary fix, but as a foundational principle for a resilient future.
