Philippines Revenue Agency Readies for Multinational Top-Up Tax Implementation

The Bureau of Internal Revenue (BIR) is preparing for the possible rollout of a top-up tax on multinational enterprises (MNEs), according to agency officials. The tax, part of global efforts to ensure large corporations pay a minimum effective tax rate, would apply to MNEs with annual revenues exceeding €750 million. The BIR is currently conducting capability-building seminars and reviewing existing regulations to ensure a smooth implementation if the policy is adopted. The move aligns with the OECD's global tax reform initiative, aimed at preventing profit shifting and tax base erosion. The top-up tax would require qualifying MNEs to pay additional taxes if their effective rate in the Philippines falls below the agreed minimum. The BIR expects the measure to boost government revenues and promote tax fairness.
