The Quezon City Council said it will investigate the viral incident involving one of its councilors and personnel of the Land Transportation Office (LTO) during the Iglesia ni Cristo (INC) rally at the EDSA People Power Monument.

In a statement issued Thursday, the city council said it will probe the incident involving QC Councilor Ranulfo Ludovica to "establish the relevant facts and determine whether any actions taken were consistent with the standards of conduct expected of public officials".

"We emphasize that while public officials have the duty to raise legitimate concerns and demand accountability, such responsibility must always be exercised with respect, professionalism, and due regard for the dignity and rights of others," the QC council said.

"We trust that the appropriate processes will take their course and that all those involved will be afforded fairness and due process. We likewise hope that this incident serves as an opportunity to reinforce the principles of ethical leadership, responsible public service, and accountability," it added.

A viral social media video showed Ludovica and LTO personnel in a heated exchange after the agency issued a ticket against a van carrying rallyists joining the July 1 demonstration.

The LTO, for its part, said it had taken the video as it defended its personnel.

"The Office emphasizes that its personnel were acting in the lawful performance of their official duties pursuant to the LTO's mandate to enforce transportation laws and regulations and protect the riding public," it said.

"The LTO remains committed to the faithful enforcement of transportation laws and regulations in the interest of public safety. The Office likewise appeals to the public to extend the same courtesy and cooperation to government personnel in the lawful performance of their duties," it added. —Sundy Locus/RF, GMA News
