Since 2020, all honorably discharged veterans have been eligible for online military exchange access. Service-connected veterans, regardless of disability rating, can access in-person commissaries and exchanges. Veterans with a 100% permanent and total (P&T) rating receive full privileges, including dependent ID cards. This article explains the three tiers of access, how to get started, and the Veterans Canteen Service savings program.

Online Exchange Access: All Honorably Discharged Veterans Any veteran with an honorable discharge can shop online at the military exchange. This benefit was expanded in 2020 and does not require a service-connected disability.

In-Person Commissary and Exchange: Service-Connected Veterans If you have a service-connected disability—even at a 0% rating—you are eligible for in-person shopping at commissaries and exchanges on military installations.

Full Privileges: 100% P&T Veterans and Dependents Veterans rated 100% permanent and total receive the highest tier of access, which includes issuing ID cards for dependents, granting them the same shopping privileges.

Veterans Canteen Service and Commissary Savings The Veterans Canteen Service offers additional savings at VA facilities. Commissaries provide tax-free groceries at cost-plus pricing, significantly reducing household expenses.

To start, verify your eligibility through the VA or your local installation's visitor center. Proper identification—such as a Veteran Health Identification Card (VHIC) or DD Form 214—is required.
